Program and Meeting Rooms
The library as part of its community service operates the meeting rooms of the Lowell Public Library. The use of the rooms is free, but organizations may make donation to the library.
The following policy governs the use of library facilities for meetings other than those sponsored by the library.
Use of the rooms is restricted to:
- Bona fide non-profit community organizations who goals concern or affect the Three-Creeks Library service area, which have cultural, civic, or educational aims. Excluded are religious services or instruction, partisan political activities or profit making and/or commercial activities. The library resources are available to aid in planning programs. Admission may not be charged to any meeting open to the public.
- Library co-sponsored programs. These may be held in conjunction with a business or other organization. However, no buying or selling is permitted on library property, except in support of the library. The library has the prerogative to control the nature and extend of co-sponsored programming. Charges may be made only for supplies needed for the program and/or instructor fee.
Because these rooms are part of the library, the functions of the library will take precedence over all other functions scheduled on the premises.
Organizations or individuals using meeting rooms shall indemnify and hold harmless The Lowell Public Library and its officers, directors, agents and employees from and against all losses, damages, claims, costs and expenses arising from injury or death of any person(s), or damage to property resulting from any act or omission of such users or their employees, agents, representatives, guests, invitees, or the general public to the extent that such losses, damages, claims, costs and expenses arise in connection with or relate to the organization’s or individual’s use of the facility.
Organizations or individuals using meeting rooms shall be liable for all damages, expense and loss, including theft and property loss, caused by any person who attends, participates in, or provides goods and services connected with the organization’s or individual’s use of the facility and all tangible property. Replacement value may be used by the Lowell Public Library to determine the damage cost charged.
The Lowell Public Library assumes no responsibility for lost or stolen items or damage to vehicles in the parking lot.
The library makes no guarantee of perpetual use of the rooms, although every effort will be made to avoid interruption of scheduled meetings. The library reserves the right to change or cancel reservations if necessary.
The library is sole arbiter of any questions as to which organization will meet on its property. Any group that feels it has been treated unsatisfactorily is requested to take its complaint to the Director of the Lowell Public Library, who will discuss it with the library board. Other staff members are not authorized to make exceptions to the policy. At its discretion, the Lowell Public Library reserves the right to decline use of the program and meeting rooms.
